Bill was born in Chicago, Illinois on March 29, 1950, and graduated high school in Tampa, Florida; but his heart was always with Baker High School where he attended his first 3 years. Bill graduated from LSU in 1978 with an Industrial Technology degree. He retired from Entergy in 2007 after 29 years of service. Bill was currently employed at ILD, Inc in Baton Rouge where he worked as a field engineer specializing in the RCIC nuclear system and Terry turbines. Many people in the nuclear industry knew him as "RCIC Bill."

During his life Bill enjoyed collecting weather data, listening to ham radio, travelling, riding Harley-Davidson motorcycles, going SCUBA diving, eating crawfish, and watching The Andy Griffith Show. He also enjoyed having Saturday breakfast and riding scooters with his Cushman scooter friends, having lengthy phone conversations with family and long-time friends, and teaching nuclear industry classes around the country.

Bill is preceded in death by his parents, William and Ruth Stuart; his brother, John Thomas "Tommy" Stuart; and special uncle and aunt, Frank and Nada Glaze. He is survived by his loving wife of 43 years, Christie Godwin Stuart; two sons, Jacob "Jake" Thomas Stuart and Samuel "Sam" William Stuart, both of Baton Rouge; father-in-law, Jack R. Godwin of Lake Providence, LA; sister-in-law, Kay Godwin Chauvin of Baton Rouge, LA; brother-in-law, Jack Keith Godwin and wife Sarah of Lafayette, LA; and several nieces, nephews, and cousins.
