Elcie Joseph Guillory, 89, entered eternal rest on Tuesday, September 26th, surrounded by his loving family. Born in the small town of Mallet, Louisiana, he was a trailblazer in both Lake Charles and Calcasieu Parish. He was one of the first black Calcasieu Parish Police Jurors. He then went on to serve on the police jury for 17 years. As a police juror, he served as President and Vice President and many committees. He served as the President of the Louisiana Police Jury Black Caucus, President of the IMCAL board, the Community Action Board, and the National Association of Country Officials Labor Committee. Mr. Guillory was elected to the Louisiana State House of Representatives in 1993, representing District 34; he served 14 consecutive years before term limits prevented him from seeking re-election. While serving as a District 34 State Representative, he served as a member of many committees including: Appropriations, Health and Welfare, Labor and Education, and Telecommunications. He was also a member of the National Council of State Legislators, American Legislative Council, Louisiana Department of Labor Workforce Development Task Force on Workforce Competitiveness, and an active member of the Louisiana Legislative Black Caucus and the Acadiana Delegation. He served as Port Board Commissioner for the Port Board of Lake Charles. He was an active member of Immaculate Heart of Mary Church, where he was a member of the Holy Name Society, past member of the Finance Committee, IHM School Board, member of the 50th Anniversary Steering Committee and church usher, the IHM Knights of Peter Claver Council #141, where he served as Grand Knight for two terms and was Louisiana State Treasurer, Vernon W. Joseph Fourth Degree Knights, Knights of Columbus #3208 where her served as Grand Knight, Monsignor Cramer Fourth Degree Knights, Lake Charles Serra Club and Past President of the Serra Club, Kiwanis Club North, and the NAACP. He leaves to cherish his memory three daughters: Sharon Guillory of Houston, TX; Juliet Guillory of Garland, TX; and Cynthia Guillory of Lake Charles, LA. Three grandchildren, Thaddeus Guillory of Houston, TX; Danielle (Alfred) Guillory of Lake Charles, LA; and Rachel Guillory of Garland, TX; and six great-grandchildren. Eight siblings: seven sisters, Mary Ann Broussard (Alton) of Opelousas, LA, Shirley (Harold) Goudeau, Marva Scott, Mary (Glen) Johnson, Anna Kimbrough, Loubertha Savoy, and Mary Gordwin, all of Houston, TX, and one brother, Nelson Guillory of Houston, TX. He was preceded in death by his wife of 67 years, Ruby Bellard Guillory. His parents, Odessa and Alicia Guillory, and two brothers, Leon and Jesse Guillory, and one sister Rita Babineaux.
